Virginia HB 1833 (2023) codified K-12 digital citizenship and cybersecurity instruction as a mandatory component of public education, citing the state's JLARC report on rising cyber threats to students and schools. The Virginia Computer Science Standards of Learning (SOL), revised in 2022, define the Cybersecurity strand with explicit competencies from grades K–12. Virginia is one of only five states with a dedicated statewide K-12 cybersecurity talent pipeline initiative (Governor's Cyber Workforce Initiative), making curriculum alignment to the VA CS SOL directly relevant to state funding eligibility.
